Board of Directors

Camrosa Water District is governed by a 5 member Board of Directors elected at-large but each representing a specific Division within the District.  Directors are elected to 4 year staggered terms with elections held in odd-numbered years.

Division 1 - Al E. Fox 
Since retiring from the Navy in 1977 after 21 years of honorable service, Mr. Fox and his wife Cindy have made their home in Camarillo. The real estate business he first opened quickly grew to be one of the largest in Ventura County with offices in Camarillo, Oxnard, Port Hueneme and Ventura. After selling his first company in 1990, Mr. Fox formed Realty Executives Superstars, a real estate company based in Camarillo with agents who serve all of Ventura County. He has served on numerous Realtor Association committees and served as Treasurer, Vice President and President of the Camarillo Association of Realtors. In 1994, he was named Realtor of the Year. He is past chairman and a member of the Ventura County Coastal Association of Realtors' Professional Standards Committee and is a Certified Mediator. Mr. Fox and his wife and daughter Nancy currently service the local real estate market as The Fox Real Estate Team.  Mr. Fox is currently the President of the Camrosa Board of Directors.

Division 2 - Jeffrey C. Brown
Mr. Brown has been a registered representative for several major international brokerage firms. Mr. Brown worked in a management position for Security Pacific National Bank after graduation in 1977 from the University of Southern California with a Bachelors Degree in Finance and is currently with LPL Financial Services. He is active in his church and other various philanthropic endeavors but most of his spare time is spent with his four adult children and his eight grandchildren.   Mr. Brown is married and has lived in Camarillo for over 25 years.  Mr. Brown is currently the Vice President of the Camrosa Board of Directors.

Division 3 - Timothy H. Hoag
Mr. Hoag is a Registered Pharmacist in both California and Nevada, and is the former owner of Lynn Oaks Pharmacy, Thousand Oaks. He graduated from Idaho State University in 1978 with a Bachelor of Science Degree in Pharmacy. Mr. Hoag attained a Teaching Credential in 1990 from California Lutheran University.  Mr. Hoag is a  past President of the Ventura County Special Districts Association.  Mr. Hoag is currently a teacher at Oxnard High School.

Division
4 - Eugene F. West
Mr. West is a founding partner at West & Miyamoto.  For over 25 years, his practice has emphasized the defense of various insurance companies and their insureds.  He enjoys an extensive trail practice with unparalleled trail experience in cases involving product liability, general liability, bad faith defense, transportation law, construction defect litigation, mold claims, environmental insurance coverage and commercial/contract litigation.  As a trail lawyer and negotiator of exceptional experience and integrity, Mr. West has represented clients in all state courts and federal courts in the State of California.  He has also served with distinction as an arbitrator for the Los Angeles Superior Court and the Ventura County Superior Court.  Before practicing law, Mr. West gained valuable experience working in the insurance industry as an underwriter, claims adjuster, associate risk manager and licensed insurance agent with property & casualty, life, health and disability licenses.  Mr. West has lived in Ventura County for nearly 30 years and has been a resident of Santa Rosa Valley for more than 17 years. 

Division 5 - Terry L. Foreman
Mr. Foreman, is a Registered Geologist and Certified Hydrologist in California. Mr. Foremen is a Vice President of CH2M Hill, a global Environmental Engineering firm. Mr. Foreman has numerous years of experience in water resources, assisting public and private agencies in dealing with water supply quantity and quality issues throughout the southwestern United States. He is a member of a number of water-related professional organizations, he is on the Board of Directors of the American Ground Water Trust, and he is a Rotarian. Mr. Foremen attended Santa Barbara City College and he holds Bachelors and Masters Degrees in Geology from the University of Missouri at Columbia. Mr. Foreman is married and has two children.
